Content of the session

Introduction:

During the last ten years, food security came back to center stage as a major challenge for future decades. Irrigation and drainage can help substantially increase and stabilize agricultural production and boost economic development in rural areas. But irrigation and drainage development requires costly investments and agricultural water management has proved to be a challenging undertaking in many countries

In this context, PPPs have been developed, to accelerate irrigation expansion, improve operation & maintenance services, and eliminate or reduce O&M subsidies; and also to foster agricultural intensification on the equipped areas.

The setting up of such partnerships, in various forms, can be seen as way to facilitate the financing of projects, to optimize investments, to professionalize the irrigation water delivery service or to intensify the food production with reliable private partners.

 The Workshop on Public-Private Partnerships in irrigation will aim at presenting and discussing contrasted PPP experiences in irrigation, some of which seen as success and others as failures, so as to identify the conditions under which financial and institutional arrangements should be defined in order to meet the objectives of the different stakeholders involved.
